I think you need to put quotes around the app id if it is in the command line.
Try +app_update "107410 -beta development" validate

"SteamCMD seems to ignore beta branches for me while trying to update ArmA3 Dedicated Server to the latest development build.

Steps to reproduce:

Install ArmA3 Beta Dedicated Server (appID 107410)
Delete all steamcmd hash directories in the install directory
Try to install ArmA 3 DS development beta branch with the command +app_update 107410 -beta development validate ArmA 3 still stays at the normal beta version (currently 0.72 instead of 0.73).

And here is the manual fix for it:
1. Keep the steamcmd "hash directory"
2. Edit appmanifest_107410.acf
3. Add "betakey" "development" into UserConfig.
4. Run SteamCMD again

After manually adding the betaKey to the acf file it works."
