Depends, I know a few server operators who needed it for the gamemode Jailbreak (a roleplay gamemode on several valve titles).This was ofcourse done on a national server. As for public servers (international) I honestly don't see the point of it. If it's ping-based you could always find a decent plugin on the alliedmodders forum that suits you.
