/me on Steam Chat was taken out months ago, and that's a very good thing. /me on game server chat has never (?) existed without the use of some sort of third-party plugin/extension. Generally, this<https://forums.alliedmods.net/showthread.php?p=665771>is the plugin that I see providing the command (on TF2 servers).
