Granted that you can only modify this cvar using sm_cvar, I want to know what 
happened to it. It seems like it doesn't have an effect on the delay of voice 
lines anymore. It slows down as if you didn't change the cvar. Was this change 
intentional or did it break ? This was after the inferno update
