It's been this way for years and years. I just have my scripts run
steamcmd several times, and it usually succeeds by the 3rd attempt
<sigh>. Valve is well aware of this, you would think, but they have no
interest in fixing it since we can just run it a couple of times to get
the job done.
It used to be "if it ain't broke, don't fix it".
Now it is "if it ain't broke too badly, don't fix it"

This sounds suspiciously like a race condition. Is there any reason
steamcmd hasn't been updated to fix this? I can't imagine it'd be
that difficult to prioritize processing downloads forced by the
app_set_config command first before starting the actual application
update. Particularly since for appid 90, this includes downloading
the actual appmanifest files that tell steamcmd what to install.
