Can't the assumption be made that a server with enough bandwidth to act reliably as a public host for a reasonable amount of time is less likely to be on a changing IP address?

Exactly... and if the server restarts it get's a new IP adress and the
server isn't recognized anymore and everyone who has added the server in
favorites get a message saying "The server isn't" available anymore" when
they try to connect.
That's the problem.
I suppose that Valve is not going to do anything about this? :-(((
