I didn't extensively test every distribution, I couldn't reproduce it on Debian (stable) or Slackware but could on Fedora and Gentoo.

Interesting. You'd think if it were a TCP protocol decision it would affect all distributions the same since its core kernel functionality. Any idea if its a bug or intended OS behaviour? And if its the latter whats different between the distros I wonder.
