Both valid views, but that means that the preferred operation of the
server depends on it's use. I guess that's why theres the option to
set the sv_ variable or not :)
Ahh, yes for my servers the reserved slots were always for vips. Actually I have set it up so the reserved slot always stays empty and when a person joins into it, the server kicks them if they aren't authorized for a reserved slot or kicks a random non-authorized person if they are.

Unfortunately in 1.6, and I'm sure it's the same in Steam, the Steam ID doesn't become available for an indeterminate amount of time after they connect. Obviously it's usually very quick but still not till after they are connected.
