HLTV + maxplayers

I haven't actually done any testing, but thought I'd ask so I'd know:

Do I need to bump maxplayers up by one if I want to have a dedicated
HLTV spectator?  I mean, does the proxy eat up one of the 'maxplayers'
slots?  I'm assuming so.
