The cvars are set by default, just dont do anything with it and valve fixes it for
you. But if you want a server.cfg that is a tad better than their default values you'd
probably have to make it yourself ;)
But if my boss allows I'll write down my favourite cvars and post them in a file here.

this format should be nice:
mp_timelimit 30 */ Makes the timelimit 30 mins */
sv_aim 0 */ Disables autoaim /*
mp_c4timer 35 */ Bombtimer 32s */
... etc.
