Do you have a +maxplayers 10 in your startup?

Hi all, I installed a Hl & CS server for a friend of mine the same way I already installed a couple of other servers. The problem with the new server is, that when people connect they can only spectate. So they enter the server, and cannot pick a team. I have used exactly the same server.cfg as I have used for the other servers ( the ones that DO work :) ) but still it doesn't seem to work correctly.
