there is no documentation as to how or why something prevents the module
from being downloaded. i had the same problem with my colocated machine,
but when i had the machine at home for a reinstall i could download the
security module.

later i found that my reverse dns entry was completely screwed and i had
it fixed. next thing i knew i could download the security module, altho i
did try it after a week or so, so, it could've been the 1109c update that
fixed it. nevertheless, i suggest you look into your reverse dns entry
being correct or not and let me know. would be nice to see if this hunch
i had here was right or not.
