well, as far as im concerned, i can see its purpose on file naming
convension.

as you can see, a file named "01-01-2000.log" and "01-01-2001.log" will
appear as if the next log is the next day's log file.

of course, on the other hand, "2000-01-01.log" between "2001-01-01.log" will
be grouped by the "year" field regardless of the "date modified" or "last
accessed" timestamp of the file.
