See the ReadMe.txt file. That's what it's for. The monster_skill.cfg goes in the MOD directory (cstrike, tfc, valve, etc.). The map specific .cfg files go in the MOD's maps directory (cstrike\maps, tfc\maps, valve\maps, etc.).
