Agreed - especially if the update happens at night when you're sleeping etc. Make the server restart after an update if valve can't figure out the problem.
One thing you COULD do if there is no solution coming any time soon: -Write a perl/shell script to test the date stamp on the security module file. - Put it in cron to run every 5 mins or so. - If the date is newer than the last time checked, stop/start the server. Easy to do, but kind of annoying.
