well, if your question is it possible to run a client on the same box as
a dedicated (running in dos console window) then yes.
all you have to do is change the port on the client in the command
line.  from something like 27005 to say 27004 and just connect to the
loopback etc.

IE you just run a dedicated server as normal, then change the client
port with -port in the icon shortcut etc, and you are on your way,
running a listenserver so to speak.  the only real difference is that
the client and server are their own seperate processes, and you can drop
out of the client without killing the server
