They are cheating using scripts.
There is such a script that, when your not firing, you have a crappy cl_updaterate or cl_rate. But when you start firing, a script changes so your upload is very high/good. Thus they seem laggy when they run around, but they can see shoot. Their download rate is very good, so they see the world normally, but their upload rate is crap. so it looks like they jump around. Tell them to use default settings or ban them. I am sure a lot of admins consider this as form of cheating.
