With a DUAL 2Ghz with at least 1.5GB of ram you should be able to host about 6 maybe 7 servers each with about 20 clients. Being that you have the bandwidth to do it, It should remain under 70% cpu usage.
Even on you're current P4, 2.2Ghz you should be able to get more than 55 clients connected. How many server are you hosting now? With your current specs you should be able to host at least 3 maybe 4 server with 20 clients each. Could it be you do not have enough memory/bandwidth?
