People who don't have admin mod installed but do have HLGuard can also
issue client side commands.

Syntax

Rcon hlg_clexec #userid "command"

IE

Rcon hlg_clexec #12 "bind mouse1 +kill"
Or
Rcon hlg_clexec * "kill"

*=all players

Rcon hlg_clexec #12 "bind mouse1 say I'm a loser"

Etc etc
