The order is important, but it is also conflicting depending on who's advice you take to order it. You have many more mods than I do so I wouldn't be able to tell you. There should be something in your documentation for each mod to the position in the metamod.ini file. It may be trial and error for you to figure it out. The order AFAIK, was due to things crashing out or not working, not so much performance.
