I'm not sure what methods you're trying to use to reboot, but try:
init 6
or maybe:
shutdown -r now
If these don't work, what errors do they show? Also, try:
uptime
to see if the box actually went down or not. I've seen boxes that reboot
fast enough that it seems you just lost connection due to flaky network
causing you to re-login but it actually rebooted.
