One of your Admin Mod scripts is trying to set either the file_access_read or file_access_write settings. The new Admin Mod prevents this and issues a warning. You should find the offending script and a) remove it or b) contact the author for an updated version or c) if you trust the script try if setting either file_access_* cvar to 1 helps.
