Covad is actaully decent DSL. We had a 1.1/SDSL in my office for like 3 years. Then, one day, it just went off. We called Covad and they came and told us our loop magically extended another 20,000 feet. Come to find out Verizon was doing some "work" and needed to divert a whole bunch of lines to take another path to the CO, even though the CO is 2 buildings down from us. According to Covad's contract with Verizon, there was nothing anyone could do about it. Funny thing is a Verizon rep showed up about 2 weeks later and said we were in luck, Verizon was not offering DSL in our area. What a bunch of tools.
If you can find a ISP that offers Covad and has a pop in your city, I think its worth the money. The problem with alot of national DSL providers is that they'll have a few POPs spread about around the county. If your not on one of those, you have to be backhauled through the Covad network to one of them which adds some extra latency.
