Well, I suppose I forgot to mention that I have already seen a couple of
entries there, but they are gone within time.
This also puzzles me.

Make sure you have "writeid" in your server.cfg file. That write
the ban that are in memory to a file. I believe they are lost on
server restart if this is not done.
