If you run adminmod, you can create awp_map.cfg in cstrike/ and put: mp_freezetime 0 In it.. this won't stop anyone from shooting, but it means you can move, so you have a chance to get out of the way.. And it will only apply to that map, so you don't have to worry about the freezetime being too low on other maps.
