I don't know, I think they've gone through stages. There were times that they'd willingly go down ladders or through doors. Now it's kind of a gamble whether they'll come or not. Granted, it's always possible to get 'em to follow (or push them off a 10-story building), but the amount of work necessary is a little silly and often results in the bad guys finding the lot of you before you can rescue.
