Statsme does this, although I don't know if it supports DoD. The site

You need adminmod: http://www.adminmod.org or some other plugin to do
this, such as halfd: http://www.halfd.org/

No idea, sorry.. this is a DoD thing?

4. How can I prevent cheaters from cheating on the server when I am not there?
Enable secure mode to make Valve's Anti Cheat module work. This is done
by editting liblist.gam and making sure it says 'secure "1"' on one
line. I believe this is the default though. You can check by typing
'status' in the server console and see if it says something like this:

version :  46/3.1.1.0 2163 secure

Other than that, you can implement HLGuard to catch cheaters as well:
http://www.unitedadmins.com/hlguard.php - but ultimately, I'd suggest
appointing some trusted people as admins (more easily done once you have
adminmod installed - you don't have to give them rcon access) to spot
cheaters.

5. How can I make the server use audio like head shot when people get headshoots?
I think there's an adminmod plugin for this somewhere. Check the plugin
page: http://www.adminmod.org/ascript/plugin.php or ask on the adminmod
scripting forum.

6. How can I change the title screen and post titles durning the game?
Not sure what you mean by title screen. With CS there's a motd.txt file
in the mod dir which is what is displayed when you log in. Check for
something similar in the dod dir.

Probably someone who runs a DoD server can answer some of these
questions better than me, but hope this helps.
