I would say it's an individual trying to DoS you with an auto-reconnect script.
C'mon, it's not a DoS, just some poor guy wanting desperately to join your server. Be happy that he is trying to connect repetedly instead of just find another server when your servers are full. It means you are doing something right on your server to make it popular :)
