sv_maxrate 9999 sv_minrate 0 sv_maxupdaterate 30 sv_minupdaterate 0 Chuck those in your server.cfg and reboot. I use these and my players have no choke at all as a result. It may seem like the update rate is extremely low but you can still use 101 client side and the users will see their performance increase. It took me ages to get these settings just right but I've had no complaints at all since.
It's usually users setting their rates wrong for their connection type and using those settings controls that. What are your server IP's? I'm in New Zealand so it shouldn't be too laggy for me to jump on and try.
