It's still worth reinstalling hlds_l
Also, are you running 3110c, or vanilla 3110?
Seems to be some sort of DLL error, hope I could have helped you more.
ps: Why is hlds contacting ET? Didn't he phone home by now? :>
(honestly, what does ET stand for?)
