I was seeing this same problem, what i ended up doing is putting two lines in my users.ini for anyone i wanted to have a reserve slot. The first line had their steam ID and actual admin level, the second one was based on either name or IP and just allowed someone to connect. Once they're on and assigned their ID, the server goes "oh hey its you" and gives the appropriate level. Its a pretty simple work-around for the time being.
