I used a Duron 1300 as well a time ago, but got the same problem (high cpu usage causing high latencies).
I had to realize the fact that a Duron is simply to slow for a 16 player server. I bought an Athlon XP 1800+, which now is a low budget cpu as well. Now I can run 16 players and more (I don't know the limit until now) without problems, even with CD, HLG and StatsMe running. But I think the reason is not just the cpu clock, the Athlon only has 233 (real) MHz more than the Duron. I think it's something to do with the architecture of these cpus, the more L2 cache and the better cpu core. My suggestion is that a Duron isn't a good choice for a CS server and guess even a Pentium 3 >= 1 GHz would do better performance.
