actually the + isnt necessary just put

-game cstrike ip xxx.xxx.xxx.xxx port 2701x maxplayers ## map de_whatever

Personally i run all mine with the port, ip, maxplayers, and start map in
the autoexec.cfg.

I start mine with

screen -A -m -d -S hlds-username ./hlds_run -game cstrike sys_ticrate 100
pingboost 1

but thats just me
then i put all the stuff I dont want the user to change in the autoexec.cfg
and own it by root and chmod it 555
