Still hoping for an answer on this. I know it something simple but I just don't have a clue what I haven't done or have done wrong. I really want people to be able to rcon it and without being able to bring it up in HLSW or some type of server management tool I'm screwed.

Thanks for the info. I have managed to get HLTV up but am having one problem still. The server shows up in the "Spectating" tab of steam and I can join it but I can't seem to bring it up in my favorites or in HLSW. I cobbled together an hltv.cfg but I can't see what I'm missing Any suggestions?

You need to have the current working directory (./) in your library search path - otherwise half-life won't it's .so files. For the hlds itself this is done in hlds_run, but for hltv you have to export it manually before:
export LD_LIBRARY_PATH=.:$LDC_LIBRARY_PATH
