I'm in New Zealand and we're still paying $60 NZD ($37USD) for 128k/128k DSL with a 5gb international cap (99.999% of sites are international to us) - bandwidth ain't cheap here
Though in saying that, you can get a 10mb fibre link for $1,469 per month ($925 USD)..
