Isn't it a property of a LAN (_local_ area network) that there is NO inet acces for all clients? Why does valve think they can assume that everyone who plays their game has (payed for) internet acces? When we didn't have inet acces I played half-life via lan. I can even remember that TFC first only had a LAN version. So we organised a LAN specially for that! It's sad that people without inet but with a local network suffer from this!
I also think it's a stupid idea to require inet acces because on big LAN party's (say 2000 people) there is never enough bandwith to let all the players use an inet connection. So LAN tournament's will not be played with steam thus half-life including all mods will lose most of it players. Maybe you could play the last pre-steam version, but if Half-Life 2 will use steam too and valve doesn't come up with a solution for sv_lan then I doubt the succes of hl2 and the mod community.
