I just use:
rcon sv_password "pass"
When I want to password, and I think the command to turn it off is:
rcon sv_password 0

Of course, this requires that you have at least set  rcon_password
"pass" in your config

Any idea if this can be changed then if it's also listed in the
server.cfg?
