I think this time VALVe will be very careful with the licenses on Half life2, they must have a bunch of lawyers just thinking this stuff out ...
I believe that Half Life2 license will be more complete in this department, allowing them, to just ban people permanently like Blizzard does.
But the HL EULA already forbids any use of cheats.
