You only need one cheat to work and cheaters will use it. CD does not ban, so they kill one cheat, bust a cheater and he just picks another tool. I doesn't has a distributed ban list, so it prevents someone from using an old cheat, but does not stop him from upgrading a newer/better working one. If CD was more common tha VAC, surely there would be a lotta more cheats working with it and VAC would be perceived as the end all solution to cheating and it would be an endless loop.
