It's the most poorly maintained list I'm on. HTML and attachments
frequently make it through the HLDS and hlcoders/hlapps lists, and
people don't bother to trim posts since nearly anything gets through
downstream.

You're right though, these are all user problems. But since a large
population of the members of this list are too lazy to take a second to
trim up their replies (which frequently speaks to the quality of their
posts, as well) and post in plaintext, it should fall on Valve to setup
a few simple rules to bounce the cruft back to the senders, hopefully
educating them as a result.
