If the server is running behind a firewall/router make sure you have the correct ports bound to the server machine. You *shouldn’t* need to bind the server to its LAN port but may be worth trying it to see if they can connect.
All present & correct, even no go when the server IP is DMZ'd
You also need to check that the other café can connect out to other servers (if they cant do that then your setup could well be fine and its their end that isn’t connecting properly).
Both cafe's have no problem connecting to public servers.
Just a thought, what is the latest/last version of 1.5? Mine is dated: Exe build: 22:35:19 Apr 29 2003 (2378), and I've downloaded hlds_l_3111d_update, which is July 29, 2003 (I've not yet installed it). Could updating it help??
