The reason for it is because when you open your client server list, and your
client asks STEAM for a list of servers, STEAM will start giving you a list
of servers, starting with servers whose IP address' 4th octet is 1, then 2,
then 3, etc....

In fact, there are many servers out there that cannot even get listed
because their IP's 4th octet is super high.  So, having a low ip is best if
you can get it.  If you can't, then I guess you are screwed.  My 4th octet
used to be 122, and 123.  I could not get it to list in the server list and
the servers were empty for weeks..  Then, I bought a new subnet whose first
IP address is 1. Now I run 3 servers off of that IP address and they are
packed 24x7.

I know it sucks, but the list needs to have some sort order, and I suppose
that the 4th octet of the IP address is what STEAM uses.
