Sorry false alarm.
I should have tried this on a "clean" server.
The mod that is causing this is CSDM (http://www.tcwonline.org/~lambda/)

Some people are doing this instead of realoading.
Very usefull when: You are low on ammo, the ammo "grows" when you drop it. General reloading, doing this against a wall is more fast than any weapon reload.
