Is steam in the same directory as the server itself? If it isn't, try putting them in the same directory. You might want to also try installing it into a totally different directory (download the steam binary again also), just to have a totally clean system. I usually omit the -dir option, as I have steam in the same directory as the server, and I leave the directories at their default names.
