If a server would have to apply multiple updates at once (for example, a new hlds_linux installation), one could think all updates and files are very recent while in fact they are not, and modification timestamps are messed up. In addition, when applying incremental backup and not preserving the original (server's) modification time, your backups wouldn't be incremental at all!
