how can i check the md5? I deleted the .steam dir and then ran the update tool, it 
said it downloaded version 9. On my other server it has the steam program (same file 
size etc). I can update cstrike just fine but not CZ... maybe one of your content 
servers is out of sync.

This error is caused by running an old version of the "steam" binary.
The md5 of the current version is:
052614675ad06e54c3c9a5ec63ab94b0 steam

Verify you have the most recent one and that you are running it (check
for other "steam" binaries you may have placed elsewhere in your path
directories).
