I would suspect that this is because the win32 server is also showing client cvars/ccoms. "rcon" and "rcon_address" aren't usable on a server.

cvarlist shows a different amount of cvars from machine to machine. This is frustrating. Here is a good example.
cvarlist rcon cvar list -------------- rcon_password : 0 : : remote console password. -------------- 1 convars/concommands for [rcon]
Contrast this to my windows machine:
cvar list -------------- rcon : cmd : : Issue an rcon command. rcon_address : 0 : : Address of remote server if sending unconnected rcon commands (format x.x.x.x:p) rcon_password : 0 : : remote console password. -------------- 3 convars/concommands for [rcon]
Both machines are build 2153. I have noticed that in this case I don't even have those extra commands available to me on my FreeBSD server. but some people sem to have cvar lists w/ 150 or so extra cvars than I do.
