As for the problems with the the un-tar-ng. It looks like you might be
running tar as an unprivileged user AND tar really wants those
ownerships to be 1000:100. I never seen tar force the ownership like
that, but I did a quick look see and found this flag:
--no-same-owner extract files as yourself
Try adding --no-same-owner and let us know if it helps.

I try to tar xzUf LinuxHldsUpdateTool_10.pkg and I get the same message
about changing ownership.
What is it trying to tell me, and/or what am I doing wrong?
