Your command line paramters seem fine. In fact they work perfectly when I tried them on my box. Adding +log on to the command line may show why it's unable to initialize secure mode. Is it truly hung when it gets to the end, or is it perhaps running and just waiting for people to join. Issue a status command and see if it responds and what it reponds with. It doesn't need to be run from /compat/linux And no to the jail questions. The only thing coming to mind to me is file permissions.
