Yes, I have found the problem. According to the gkrellm.net website, the call gkrellm_decal_get_size requires gkrellm version 2.2.0 or greater. I am guessing that you have a version less than that.
I would suggest upgrading. HOWEVER, I did look further into the function call and I did alter and recompile the plugin so that it DOESN'T use gkrellm_decal_get_size. You can find the tarballs for the gkrellm plugin for older versions... http://sweb.uky.edu/~khkwan0/uploads/gkrellm/v0.5a
